It was printed directly on the starter boxes.

Worlds was being aired on ESPN2 back when Masques was new.

They didn't reprint a limited set for these tournaments. I'd suspect WotC just has a few (dozen) cases of each set in storage somewhere, waiting to be brought out for events like this.
