Alas, these are just regular Fallen Empires miscuts.

The Scrubland is "Dark Beta", which is the name for a series of old fake cards from the mid 1990's
They seem to be the first fakes that were professionally printed.
Because they were considerably higher quality than other fakes around that time, they fooled people and gained a reputation.
The Myth is that they were printed by Carta Mundi employees after hours, but that part of the story isn't true.
The sharpie is correct, the card is fake.
It does mark a pivotal point in the games history though, and is physical evidence of the myth.
A lot of them were destroyed when found 20 years ago, so finding one today is like finding the Loch Ness Monster. :-D
