I've seen weird magic items from trade show displays, but this looks more like the kind of sign that Wizards (or their agents) would send to a store that carries their products. Maybe something to put inside the front windows to attract customers. I would bid on it (for my game room), but it appears the seller wants to stay in Europe >:(

Our shop had the chance of getting a neon from one of our distributors recently with any 6 case order. You can also buy them for like $320 or something. They were different though. More like real neon tubes just said Magic The Gathering.
