hey i was wondering if theres a name for the blank gold boarder cards that came with the 99 world championship decks from tokyo

They are usually called filler cards, because they are used to occupy empty slots on the print sheet. They can be found in all World Championships and Pro Tour decks. You can find a coverage here:

I was told you could use the blank cards (not filler) to change the decks, write the card name on a blank card etc.

This is probably the reason why WotC decided to leave these cards in the decks instead of sorting them out.
