The wizard policy is only ment for european resellers not for privat buyers.
Is there a place where i can read this policy?

I don't think that this information was meant for public.
I was told by a shop owner that he recieved a letter
with this information in it.
I can only re-tell what he has told me ...

And what i said is in the strict sense wrong (i don't want to offend wizard  ;) ).

According to european trade mark law the import of magicitems from the USA is generally illegal if not authorised by Wizard.
(BTW: This kind of laws exist for many items not only Wizard's Magic)

But as a privat buyer who doesn't want to sell but collect low numbers ... Wizard wouldn't send their lawyers  :)
But the seller could be target of Wizard!

The background:
Lets asume a wholesale dealer in USA pay's $40 for a booster box then european wholesale dealers had to pay €40. A year or two ago that was no real problem because $1 ~ €1 and no one wanted to pay shipping. Belgium was cheaper. But now as €1 ~ $1.25 there would be a loss of 20% to 25% for wizards.
For a privat buyer who buys only some boosters this are only a few cent, but for a wholesale seller (there were some in germany) who buy several thousand boxes ...

and another thing. Pre-sale of displays here in the netherlands is 90 EUR. In america pre-sale of displays goes for as low as $45.

Even if $1 = 1 EUR its still a who lot cheaper to buy from america.

But here is a short example of an offer i had from u.s.:

1 Case = 6 boxes for 310 USD
shipping to germany: 55 USD
Subtotal: 365 USD ~ 294 EUR

+ 1.5% (from 294 EUR) Credit Card Change fee = 4,41 EUR
+18% German Custom fees & handling = 52,92 EUR
Total: 351,33 EUR

per Booster Box: 58,56 EUR

compare:
english EU-Display on ebay.de 80-85 EUR
english EU-Display Expert Shop (germany) 95-115 EUR  >:(
