"State" means sovereign government, or country, everywhere else in the world...

haha. It's also in Arkansas, Ohio, Pennsylvania, Kansas, Michigan, Iowa, Tennessee, Texas and Vermont ;)

Yes, we propably will be - almost 30% of our population are russians so the dealers here will wan't a piece of that cake ;)

I can guarantee you, every time I tried to read T-Chinese or Korean cards, I always had more than just a moment of silence.

Back to the topic: I have confirmation from our local dealer that we will have these available but something like 3 months after the english release. Can anyone confirm if this is somekind of a policy from WotC for foreign languages ?

Not a policy I'm aware of... probably just a matter of planning and marketing.

From the press release:
Ninth Edition is scheduled for a July 27 release in English with the premier Russian-language release scheduled to hit retail shelves in late September in the Russian Federation. This release will be supported by an official launch event to be held in Moscow, as well as nationwide in-store tournaments.
