Brion Stoutarm Promo?!

I a 3 pack of random packs at wal mart, and got this promo. Probably old news, but I did a search and couldn't find any info on this. I had previously heard of Jaya promo, but never this one.

This promo has 5 foil mana symbols in the text box, as well as a shooting star for the expansion symbol.

I may have finally discovered something...time to rejoice. I'm proud owner of three of these things. Kinda a shame Saviors, Dissension, and Morningtide were the boosters. Best card I opped was breding pool in my 9 packs.

Yeah, like the Jaya Ballard promo, you have to get some mighty suspect packs to get the promo...

But I'll have to check the local walmarts, because I use Brion in my giant T2 deck (duh), and I haven't been lucky enough to get pimp Japanese foils yet...
He's just this guy, ya know?

Yes, but i've read somewhere this card is in a commemorative 15th anniversary deck for beginners or something like that .....
