Foil Artist Proofs of these promos do exist and the artist has already sold them all.

That's correct, as I'm working and updating the Convention and Various Promos subsection, I did add them there (Index and Info)

Any idea how or if they are selling these online after the convention?

According to the previous years, some are always available on the Hasbro website and they are sold at the speed of light. Apparently for the 2016 SDCC edition more were printed than usual.
