Well the ones you pictured are without doubt full of fakes, and not particularly good ones either.
I am pretty sure there were only 12 packs in them and not the advertised 14, you just can't trust criminals these days.

Anyone know if WotC ever tried to use some company in China to officially do cards?

To my knowledge, only limited licensed rights, like for the JingHe Age Token Cards (S-Chinese) or more recently to fabricate the die for Fat Packs, etc...:

Makes me tempted to open this and see the card quality. According to Mark it is terrible.

Foils were a joke, but at last they tried!

the backs look different sizes is that true of the card or is this just a picture issue?

sorry, yes the card is actually smaller than a normal size magic card.

According to an eBay listing berkumps came across...
English Language
12 Pack Booster Booster Box
Factory Sealed, 12 Packs containing 15 cards each (180 Cards Total)
This is a retail "c-store"12-Count box, not a 36 count box, Wizards produced these for retailers like convenient stores, gas stations, and grocery stores.
The boxes are still factory sealed and the packs have never been opened.
