New foil filler card?

A friend of mine opened a Innistrad booster pack with a foil filler card with stripes on front and regular Magic card back. Here's a picture in case you want to see it: http://i8.aijaa.com/b/00619/9129879.jpg

Any ideas on the value? He's looking for a buyer but hasn't got his account approved on this forum yet.

One was posted on eBay recently starting at $150 but got no bids.
