Sad to say but that is true. It must be noted, however, that some that did valued them so little that they trashed them or lost them. Some Artists never received Artist proof as well
I talked to Mark Tedin awhile back and Steve Prescott before that and they both said WOTC doesn't make artist proofs for promos much to my dismay when I was trying to get a Urza's Factory Champs Promo AP for my collection. So no AP's exist for Duel Decks, FTV's, Game Day, MPR, Prerelease and Release cards.
