Sealed ? on a box ? with a letter ?

My friend who's a judge that also does translation help with wizards got it sealed. Then it was given out to many stores and if i remember correctly, these werent sealed and got it with a letter.

The best one I ever found for my playset was M/NM++, so it's pretty difficult to find an absolutely mint one
