Yes ....and I AM Santa Claus ........This doesn't break the reserve list because these are existing copies of the cards inserted into packs. It doesn't technically put more into circulation...just recirculates cards.

It is very possible that Wizards is doing this to get around its own reserved list and reprinting policies, and I'm always glad to see eternal formats becoming more accessible to more players. There have been plenty of sightings as mtgs seems to keep emphasising, but I wouldn't put it in the realms of a confirmed hoax as of yet.
I'm a little more concerned if this is going to be a one-off thing or not, as it certainly isn't sustainable without reprinting. The worst-case scenario, of course, is that old cards actually get reprinted in some form without being legal in current formats. Another negative externality for me is having to see new players who pull old cards getting quoted ridiculous prices for them.

Oh I see it now!
There is precedence for such a stunt. In 1991, to celebrate their 40th Anniversary, the Topps company ran an instant win contest were you could win Vintage Baseball cards dating all the way back to their first set from 1952. For the smaller wins it was said that the old cards were inserted directly into the pack and you could pull them, although I never saw it happen. For bigger wins you would just pull an instant winner card that you would send in for your prize.

if they insert existing cards that is fine, if they printed new ones that would be totaly redicuolose.

They won't reprint the reserved list, at least not as a surprise (yes, historically they CAN change the reserved list, but that was with warning IIRC). Of this I am 100% certain. They've already had the chance to do an edge run around the rules with premium cards and have passed, I cannot see them cheating now...

Baseball card companies have been doing this for years.
This leads me to belive that WOTC has/had a large stash of older product.
The odds with baseball cards are the suxxors cause in most cases they have bought the cards on the secondary market and re inserted those cards. It WOTC did this, think of the expense... This has a lot of long term ramifications imo. It will maintain/escalate value for sealed product after it rotates out compared to most other sets.
It all depends on how frequently good stuff is pulled...

I would like to know what proof they can offer that they didn't reprint these. If they were sitting on a stash of product, was it just quantities of these singles, in which case they would have been responsible for artificially increasing the value of them all these years by reducing supply, or was it quantities of sealed product, which they had to open and will now flood the market with lesser vintage cards (unless they destroy the bulk which there is also precedence for)? None of these options will really sit well with Vintage collectors, but I will enjoy opening this set nevertheless.
The last option is that they did buy up all these singles. How many of the confirmed pulls have jumped drastically in value over the past few years? That could be a hint that someone was buying them up.
