I have found that a dealer is selling an "Alternate 4th Edition Starter" here in MKM.
Is it possible to distinguish? If so, How?

It is easy to tell the difference.
If the information printed on the side of the starter deck box states that the cards were produced by U.S. Playing Card Co. and Printed in the USA, then the starter is Alt 4th.
If the information printed on the side of the starter deck box states that the cards were produced by Carta Mundi and Printed in Belgium, then the starter is Regular 4th, not alt 4th.
